The purpose of this chapter is to decrease the membership of the Board of Assessment Review from five members to three members. It is adopted pursuant to the authority granted under the Real Property Tax Law § 523 and §§ 10 and 20 of the Municipal Home Rule Law.
The membership of the Board of Assessment Review of the Town of Coeymans shall be decreased from five members to three members. Those members whose terms expire on September 30, 2020, and September 30, 2021, shall continue to serve as members of the Board of Assessment Review until the expiration of their terms, after which their position on the Board shall no longer exist and cannot be filled. Thereafter, the Board of Assessment Review shall consist of three members. One alternate member may be appointed to the Board of Assessment at the discretion of the Town Board for a term not to exceed one year. An alternate Board member shall only participate and vote in the absence of a regular member. The Town Board shall have the sole authority to annually appoint one member of the Board of Assessment Review to act as the Chairperson of the Board of Assessment Review.
All local laws, ordinances or parts thereof in conflict with any part of this chapter are hereby repealed.
The Town of Coeymans hereby exercises its authority pursuant to New York State Municipal Home Rule Law to supersede any conflicting state or local laws contrary to this chapter.
This chapter shall take effect immediately.
