The Mayor and Borough Council, after due consideration, considers it to be in the best interest of the Borough of Barrington and its residents in order to preserve the health, welfare and safety of its residents to prohibit off-street parking in areas which do not meet the standards as set forth herein.

A. 
All off-street parking spaces shall be paved and have permanent all-weather surfaces, shall have proper and safe paved access from the street and shall be provided within a structure or in the open, provided that a parking space for one vehicle shall equal 10 feet by 20 feet in size and shall have a paved and permanent all-weather hard surface to provide convenient access in all seasons. This shall apply to lots fronting on Borough streets.
B. 
Driveway aprons shall extend to the back edge of the sidewalk or right-of-way line if no sidewalk exists, and a driveway shall be made of concrete, asphalt or pavers and extend from the sidewalk, or right-of-way line if no sidewalk exists, to at least the front of the dwelling.
C. 
For purposes of this chapter, the phrase "paved and have permanent all-weather surfaces" shall be interpreted to include stone driveways and parking lots for off-street parking.

It shall be illegal to park, store or otherwise place in any front yard, side yard, or back yard or on any lawn adjacent to any public roadway or street any passenger motor vehicle, commercial motor vehicle, bus, trailer, boat, airplane, motorcycle, motor scooter or any similar type means of conveyance. This prohibition shall not apply to legally paved parking lots, driveways or similar paved areas as described above but shall apply to any lawns, landscaped areas or the like.

Off-street parking is expressly prohibited in all districts except where the standards and requirements set forth above are met. Off-street parking is specifically prohibited in areas not possessing permanent paved all-weather surfaces, it being the specific legislative intent of the Mayor and Council of the Borough of Barrington that motor vehicles not be permitted to be parked on sod, grass, or nonpermanent surfaces and that, by virtue of an existent fire hazard and in the best interest of the health, welfare and safety of the residents of this Borough, no vehicles be permitted to park in such a fashion as to prohibit ingress or egress to structures, buildings or homes within this Borough and that all parking facilities shall and must have proper paved access from the public street, if fronting thereon.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article III.
