This chapter may be known and may be cited and referred to as "Subdivision Regulation Ordinance of the City of Papillion, Nebraska," to the same effect as if the full title were stated.
The subdivision regulations as herein set forth are intended to provide for harmonious development of the City of Papillion, Nebraska, and its environs; for the integration of new subdivision streets with other existing or planned streets of the Comprehensive Plan of the City of Papillion, Nebraska; for adequate open spaces for traffic, recreation, light, and air; for the distribution of population and traffic in a manner which will tend to create conditions favorable to health, safety, convenience, or prosperity; to ensure conformance of subdivision plans with the capital improvement program of the City of Papillion, Nebraska, and its planning area; and to secure equitable handling of all subdivision plats by providing uniform procedures and standards for observance by subdividers and the Planning Commission and City Council.
The provisions of this chapter shall apply to and within the area of planning jurisdiction of the City of Papillion, Nebraska, as designated on the Official Zoning Map of Papillion, Nebraska, as the same may be amended from time to time pursuant to the applicable laws and regulations.
No plat of a subdivision of land lying within the planning jurisdiction shall be filed or recorded until it shall have been submitted to the Planning Commission, staff has reviewed the submission and prepared a report thereon, the Planning Commission has made a recommendation thereon to the City Council, and the City Council has considered and decided to approve the final plat. No preliminary plat of a subdivision of land lying within the planning jurisdiction of the City shall be filed or recorded.
