A. 
No map, plan, plat, or replat of any subdivision within the planning jurisdiction of this chapter shall be considered legally filed and recorded with the Sarpy County Register of Deeds for the county unless and until the same shall have been first approved by the City Council.
B. 
It shall be unlawful for any owner of real estate within the planning jurisdiction to subdivide, plat, or lay out said real estate into blocks, lots, streets, or other portions of the same intended to be dedicated for public use, or for the use of the purchasers or owners of lots fronting thereon or adjacent thereto, without first subdividing, platting, and recording the same as required by this chapter.
C. 
It shall be unlawful to sell, trade, or transfer, or offer for sale, trade, or transfer, or to construct buildings or other improvements on, any part of real estate within the planning jurisdiction that has not been subdivided, platted, and recorded under the procedures required by this chapter.
Whenever a violation of this chapter occurs or is alleged to have occurred, any person may file a written complaint. Such complaint, stating fully the causes and basis thereof, shall be filed with the Planning Director. The Planning Director shall record properly such complaint, immediately investigate, and take action thereon as provided by this chapter.
Any person or persons who is found by a court of competent jurisdiction to have violated any of the prohibitions or provisions of any article or section of this chapter shall be deemed guilty of a Class III misdemeanor and shall be punished by a penalty not to exceed $500 and/or imprisonment for any length of time not to exceed three months for any one offense, recoverable with costs. Each and every day that such violation continues after notification shall constitute a separate offense.
