The Village shall pick up garbage and refuse generated by residential use only as set forth in § 126-7, Eligible properties. Commercial and institutional establishments shall provide for their own pickup and disposal service.
A. 
Kitchen garbage and refuse must be placed in clear, plastic bags, and placed at the curb in the refuse container provided by the Village's contract hauler. No black, brown, green, or white bags are allowed.
B. 
Commingled recyclable materials. Commingled recyclable materials, such as but not limited to glass, plastic or tin bottles and cans, must be clean/washed and placed at the curb in the recyclable container provided by the Village's contract hauler. No bags are allowed.
C. 
Recyclable cardboard. Recyclable cardboard must be broken down and placed in the recyclable container provided by the Village's contract hauler.
D. 
Recyclable newspapers and magazines. Recyclable newspapers and magazines shall be placed in the recyclable container provided by the Village's contract hauler.
E. 
Tree trimmings and lawn debris. Tree trimmings and lawn debris are picked up at curbside two times per year, spring and fall, each bundle to be cut to a maximum size of 36 inches by 18 inches by 18 inches. No one piece of tree trimming shall exceed three inches in diameter. Leaves and lawn debris that cannot be bundled must be placed at the curb in paper or biodegradable bags. Village residents with identification that includes proof of address may drop off their lawn debris at the wastewater treatment plant during normal business hours. Lawn debris must be separate from tree trimmings and placed in paper or biodegradable bags. Tree trimmings cannot exceed 4 feet in length. Residents must register at the wastewater treatment plant office prior to unloading.
The quantity of municipal solid waste allowed per week to be placed at curbside for pickup service by the Village is limited to one refuse and one recyclable container per unit; containers provided by the Village's contract hauler.
The following items will not be accepted for collection by the Village:
A. 
Stoves.
B. 
Refrigerators.
C. 
Appliances.
D. 
Furniture.
E. 
Demolition debris.
F. 
Tires.
G. 
Wood chips.
H. 
Bedsprings and mattresses.
I. 
Refuse which cannot be containerized.
Furthermore, garbage, refuse, and recyclables may only be placed out on scheduled days of pickup; this includes the evening prior to the day of pickup. Containers must be placed at curbside no later than 5:30 a.m. the day of pickup, and no sooner than 5:00 p.m. the evening prior to the day of pickup, in order to receive the service provided.
Qualifying properties must abide by the above-stated guidelines on a per-unit basis.
Eligible properties include, but are not limited to, all residential properties of four or fewer units. The list of all such properties shall be defined by the Village Board of Trustees and shall be made available as part of the municipal refuse and recycling collection contract.
A. 
Every owner or occupant of property defined by the Village of Cobleskill in the list of properties made part of the municipal refuse and recycling contract is hereby required to dispose of its garbage and refuse generated by residential use by using the refuse collection and disposal service provided by the Village of Cobleskill.
B. 
There shall be a charge for this service to all property owners required to use the service provided as part of the municipal refuse and recycling contract, and particulars of this service charge are governed by this chapter.
C. 
The service charge for the collection and disposal of refuse by the Village of Cobleskill shall be set by resolution of the Board of Trustees from time to time.
D. 
Refuse service charges shall be due and payable quarterly, regardless of occupancy of the premises, for each three-month calendar quarter ending on the last day of March, June, September and December of each year.
E. 
Refuse service charges shall be billed to the owners of the premises and shall be made payable at the office of the Village Clerk-Treasurer.
F. 
In the event that the refuse service charge bill is not paid within one month from the date if is due and payable, then a penalty charge of 5% shall be added to the bill.
G. 
All unpaid refuse service charges, including penalties and interest thereon, if any, not paid by December 1 of each year shall be added to the annual Village tax levy and become a lien upon the property benefited by the refuse collection and disposal service provided by the Village, and such lien shall be prior and superior to every other lien or claim except the lien of the existing taxes or local assessments.
A. 
It shall be unlawful for any person within the eligible properties list to dispose of solid waste except as provided for in this chapter.
B. 
It shall be unlawful to dispose of solid waste improperly as mixed with recyclable materials or within a clearly marked container for recyclable materials; such action contaminates the entire load of recyclable materials resulting in monetary loss to the hauler.
A. 
Failure to comply with this chapter by any person or tenant, in cases where a lease agreement gives specific responsibility for solid waste disposal to said tenant, shall be an offense punishable as provided:
(1) 
First offense. Conviction of a first offense shall be punishable by a fine of not less than $100 nor more than $500, together with restitution based on value ofloss of contaminated load to the hauler.
(2) 
Second or subsequent offense. Conviction of a second or subsequent offense within a year of the first offense shall be punishable by a fine of not less than $500 nor more than $1,000, together with restitution based on value of loss of contaminated load to the hauler.
B. 
Enforcement shall be effected by the Village of Cobleskill Code Enforcement Officer.
