It shall be the duty of the owners and occupants of the whole or any part of a building with a metal roof which stands at a distance close enough to a public sidewalk, street, right-of-way, and/or adjoining property, to either not allow for snow and ice buildup on the roof that may slide onto same adjoining properties in such a manner as to cause public harm or damage; it shall be the responsibility of the owner and/or occupants to install snow cleats, barriers, or other such structural impediments that would prevent accumulated snow and ice from falling in a sudden hazardous manner.
The City reserves the right to notify owners of potentially hazardous buildings to either remove the snow and ice buildup from the contributing roof areas or to install the above-mentioned barriers for the protection of public and private property and public safety. The City shall give the owners of such structures a reasonable amount of time to remove the snow accumulation or install barriers.
If a continual recurrence of hazardous snow and ice slide incidences occur, the City has the right to order the installation of appropriate snow barriers on the offending properties.
Any firm, individual, partnership, or association violating any of the above provisions shall, upon conviction, be subject to the penalties set forth in Chapter 1, Article II, Violations and Penalties, of this Code.
