There is hereby established a Neighborhood Improvement Overlay District ("District"). The District is bound as depicted in the District Map in Appendix A.

The purpose of the District is to permit and encourage the development and use of property on main public thoroughfares located in or near residential neighborhoods consistent with certain standards, while considering the preservation of the residential character of such neighborhoods.

In addition to the uses permitted in the underlying zoning district, the following uses shall be permitted by conditional use in the District, in accordance with all applicable criteria and standards set forth in this Zoning Ordinance:
(a) 
Retail Business having no more than 10,000 square feet of gross floor area.
(b) 
Professional Offices having no more than 3,000 square feet of gross floor area. (1329.06(w)).
(c) 
Bakery having no more than 1,500 square feet of gross floor area. (1329.06(z)).
(d) 
Deli or Coffee Shop having no more than 1,500 square feet of gross floor area.
(e) 
Library or Bookstore having no more than 3,000 square feet of gross floor area.
In addition, a residential use may be combined with a use permitted in the District, as may be authorized by conditional use.

(a) 
Signage: The maximum permitted signage shall be determined and calculated in accordance with Table 1332.05(c), utilizing the C-1 General Business District zoning district requirements.
(b) 
Parking. Parking shall be sufficient to meet the needs of the use(s) based upon empirical data provided by the applicant.
(c) 
Lot, yard and height requirements. All lots developed under the provisions of the District shall meet the lot, yard and height requirements of the C-1 General Business District.
(d) 
Screening. Screening shall be provided in accordance with applicable provisions of the Zoning Ordinance. Screen walls shall be permitted to extend into required yards but shall not be located closer than five feet to any property line.
(e) 
Lighting. Lighting shall be provided in accordance with applicable provisions of the Zoning Ordinance and shall utilize white light and full cutoff fixtures.
(f) 
Utility service connections. All service connections shall be placed underground.
(g) 
Access points. All points of access to the use shall be from a Collector Road.
