(a) 
This is a policy ordinance, and its provisions may be referred to as the general City specifications for unimproved streets.
(b) 
No new or dedicated street shall be accepted and opened as a City street until the following conditions have been met and the street has been made to meet the following general City specifications:
(1) 
The street shall be actually opened and reduced to a grade approved by Council, for its full width.
(2) 
Adequate drainage, to be approved by the City Engineer and Council, shall be provided on the street.
(3) 
The surface of the cartway of the street shall be covered to its full width with a stone base at least eight inches in depth, and with a limestone or other surface course on the top thereof, according to a plan to be prepared by the City Engineer and approved by Council.
(4) 
All house connections for sewers, branch, sanitary sewers and service lines for public utilities shall be installed, so that for a period of five years thereafter no excavation need be made in the street.
