From and after the passage of this article, it shall be unlawful for any person, firm or corporation to erect or maintain, or allow the erection or maintenance of any outside privy within the Borough of West Leechburg.

As used in this article, the following terms shall have the meanings indicated:
An outside building which contains a seat structure above the floor of said building and used for the disposal of human excrement.
Seat structures shall be removed from said privy and any opening in floor securely closed, or privy shall be removed or destroyed, and any opening in the ground left by such removal or destruction shall be fully filled in or properly sealed with a reinforced concrete top with sufficient support on firm ground to prevent future cave-ins.
If deemed necessary by the Health Officer, cesspool or sink shall be emptied of human excrement before filling or sealing.

Any person, firm or corporation who or which violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not less than $200 or more than $600 and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
