No person shall install an individual or community sewage disposal system or construct any building in the Borough of West Leechburg in which an individual or community disposal system is to be installed, without first obtaining a permit that the site, plans and specification of such system are in compliance with the Pennsylvania Sewage Facilities Act of 1966, January 24, P.L. (1965) 1535, as amended,[1] and the rules and regulations adopted pursuant to the Act.

Any person who violates or fails to comply with any provision of this article shall be guilty of an offense, and, upon conviction, shall be sentenced to pay a fine of not less than $200 or more than $600 and cost of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
