1-1-1. 
The present town of Westwood, Massachusetts, within its corporate limits as now established, shall continue to be a body politic and corporate under the name, town of Westwood.
1-2-1. 
The town shall possess and exercise all powers possible under the constitution and laws of the commonwealth as fully and completely as though those powers were expressly enumerated in this chapter.
1-3-1. 
This charter provides for a select board - open town meeting - town administrator form of town government.
1-4-1. 
The power of the town under this charter shall be construed liberally in favor of the town, and the specific mention of particular powers in the charter shall not be construed as limiting in any measure the general powers of the town as stated in section 1-2-1.
1-5-1. 
The town may exercise, consistent with the law, any of its powers or perform any of its functions and may participate in the financing thereof, jointly or in cooperation, by contract or otherwise, with any civil division, subdivision or agency of the commonwealth, another state or of the United States government.
