As used in this article, the following terms shall have the meanings indicated:
BILLINGS CHARGED BY THE TOWNSHIP OF RESERVE
Includes but shall not be limited to, billings for water charges, sewer charges, garbage collection charges, Girty's Run users fees, wage tax, real estate tax, building permits, municipal no lien letters, and any and all other miscellaneous charges made by the Township of Reserve to residents and nonresidents for services provided by the Township of Reserve.
FEE
An additional charge which shall be assessed to the person or persons who attempt to make payment to the Township of Reserve with checks or other negotiable instruments which are returned to the Township of Reserve for reason of insufficient funds.

A fee as set by resolution shall be charged to persons making payment to the Township of Reserve, for billings charged by the Township of Reserve, with checks or other negotiable instruments which are returned to the Township of Reserve for non-payment for reason of insufficient funds.
Any ordinance or parts or ordinances conflicting with this article be and for the same are repealed insofar as they may affect this article.
