The time requirement for payment of the net billing amount for water, sewage and garbage collection services and charges to the Township of Reserve shall be the period of 30 days from the date stated on said billing. To be entitled to pay the net amount of water, sewage and garbage collection services and charges the payment must be made on or before the 30th day of the statement date of said billing.

If the 30th day from the date stated on the billing shall be a Saturday, Sunday or legal holiday during which the Township of Reserve's office is not open to the public, the 30th day for purposes of this article shall be construed as the very next business day which the Reserve Township office is open to the public.

If payment is not made as set forth in § 288-1 hereof and payment is made after the time period required in § 288-1 hereof, there shall be a gross amount due which shall consist of the amount of the net billing plus an assessment of a 10% late charge of the net amount billed for. After 40 days after billing date, and additional 3% late charge will be added to the bill.
Approximately 90 days after the date of the last billing, which is approximately the date upon which meter readings will be made for the next quarter, there shall be assessed a 10% penalty charge on all unpaid balances due from prior billings.
Any ordinance or parts of ordinances conflicting with the provisions of this article be and the same are hereby repealed to the extent of such conflict.

As used in this article, the following terms shall have the meanings indicated:
Any individual, corporation, partnership or entity whatsoever which is of record in the Recorder of Deeds Office of Allegheny County, Pennsylvania as being the legal title owner to real property.
All lands and buildings of whatever nature which are located entirely or partially within the boundaries of the Township of Reserve, Allegheny County, Pennsylvania.
All owners of real property shall be primarily and ultimately responsible for the payments of all water, sewage and garbage collection services and charges incurred to the real properties whether or not said properties are owner occupied, are vacant or leased, during the time which said owners are legally in title to said real property.
If in the event an owner of said real property should convey legal title to said real property to another legal owner at the time there exist outstanding water, sewage and/or garbage collection services and charges owing to the Township of Reserve, the subsequent legal title owner to said real property shall be primarily and ultimately responsible for the payment of all said delinquent water, sewage and garbage collection charges outstanding at the time the subsequent owner obtains legal title to said real property.
Any ordinance or parts of ordinances conflicting with the provisions of this article be and the same are hereby repealed to the extent of such conflict.
