A. 
Bruer Park is open to the general public from 8:00 a.m. to 9:00 p.m. Restrooms will be available from 9:00 a.m. to 9:00 p.m., April to October and will close at 7:00 p.m., November to March.
B. 
No Exclusive Use Of The Park. Reservation permit is for the pavilion and/or kitchen only. There may be other events within the park at the same time.
C. 
No alcoholic beverages shall be sold in Bruer Park without written approval of the City by issuing a Special Event Permit and proof of all required City, County, and State licenses.
D. 
No fireworks in the park without a special event permit.
E. 
No smoking in children area, under the pavilion, restrooms, or in kitchen area.
F. 
No vehicles including motorcycles are allowed on grass area. Vehicles cannot be driven into picnic area to load or unload supplies, except on gravel driveway on east side of building. After loading or unloading, vehicle should be moved to parking lot.
G. 
Park equipment shall not be removed from City property.
H. 
All dogs at the park must always be on a leash. It is the owner's responsibility to clean up after their animal. Only service animals will be allowed in the kitchen area.
I. 
It is unlawful for any person to cut, injure, deface, or damage any tree or plant within the park. No signs or related hardware are to be attached to any tree. Climbing on trees is prohibited within the park.
J. 
No climbing, jumping or damaging tables, benches, train, playground equipment or any other item within the park.
K. 
Wheelchair platform swing is for wheelchair use or special need use only. It shall be prohibited to use the platform for any other reason.
L. 
It is unlawful to have an open fire except in designated grills. Park users must completely extinguish all fires prior to leaving the park.
M. 
Climbing on the park pavilion is prohibited.
N. 
Pavilions are free for public use on a first come-first serve basis. Reservation requires a fee and a permit. Reservation permit holders have priority on the use of the pavilion.
O. 
All activities conducted in the City park will be in accordance with the law and policies of the City of Truesdale. No meeting or entertainment may be held for the purpose of advancing any doctrine or theory that advocated the overthrow of the government of the United States or the State of Missouri by force or violence or other unlawful means.
P. 
All persons, groups, association, or organizations shall be bound by all park rules and regulations, as well as all applicable City ordinances, County and State laws.
Q. 
The Truesdale Board of Aldermen or its authorized representative may make exception to any of the park rules or regulations including rental rates. The City reserves the right to refuse service to anyone.

Not-for-profit organizations can reserve the pavilion twice a year free of charge depending on availability. A security deposit of $100.00 will be required and will be refunded within 7-10 business days if the area is cleaned up and no damage has occurred.
B. 
Rental Of Entire Park Including Pavilion. To rent the entire park including pavilion:
1. 
Bruer Park is a public park and the City cannot restrict admission to the park. The pavilion can be reserved and access to the pavilion would be restricted for the use of the renter only.
The cost to rent the entire park would be two hundred dollars ($200.00) with a two hundred dollar ($200.00) security deposit required. More details can be found on the special event reservation permit policy sheet.
C.

D. 
Security deposit of one hundred dollars ($100.00) is required at the time of reservation. Deposit will be refunded within 7-10 business days after inspection and return of key.
E. 
Key must be picked up during City hall office hours. Key must be returned within forty-eight (48) hours of the reservation date or the next day City hall is open.
F. 
Cancellation of the reservation must be received two (2) weeks prior to the event, or the applicant will forfeit the fee amount. The balance of the deposit will be refunded.
G. 
Users can rent the pavilion or the pavilion with kitchen privilege. Restrooms will be available for the event. The utility room off the kitchen area is restricted for City employees only.
H. 
User is responsible for the following:
1. 
Cleaning the facility at completion of scheduled event.
2. 
Removing all trash from kitchen (if used) and the pavilion. Toters are provided for the trash.
3. 
Turning off all lights and securing facility at completion of event.
4. 
Supervision at the event.
I. 
No alcohol allowed without special permit.
J. 
The responsive party assumes responsibility for damage done to the facility or equipment and will be billed for the repair/clean-up cost, if incurred. The applicant making the reservation must be on site at all times throughout the length of the reservation or designate another person to share the responsibility on the application.
K. 
Decoration. The facility may be decorated; however, no duct tape, screws, nails, or tacks can be attached to the pavilion. All decoration must be removed at completion of event.
L. 
Failure to abide by these policies can result in:
1. 
Forfeiture of deposit.
2. 
Payment of additional cleaning and maintenance costs.
3. 
Loss of future pavilion rental privileges.
4. 
Referral to local law enforcement agencies for criminal and/or civil actions.
M. 
The City of Truesdale will not be responsible for any personal items that are lost, damaged, or stolen.
N. 
The responsible party must notify the City of any maintenance or cleaning issues in the facility.
O. 
The reservation receipt and other appropriate permit shall be carried to the pavilion.
P. 
Reservation must be made in person at Truesdale City Hall.
Q. 
Reservation must be made by someone twenty-one (21) years or older.
R. 
Be respectful of the neighbors in the area if music is being provided. If creating a problem, peace disturbance citation could be issued.
S. 
No glass containers allowed in the park.
T. 
No sales of any goods, food, or beverages within the City's park without special event permit be issued or at a City-sponsored event.
U. 
If any litigation or breaches of the rental agreement occurs, the case shall be filed in Warren County, and if meritorious, the City shall recover its attorney fees and costs.

A. 
Any non-City event that meets any of the following criteria will be considered a "special event" and will be subject to all requirements regarding special events. The Truesdale Board of Aldermen will approve the issuance of special event permits. The Board meets the second and fourth Wednesday of the month, 5:30 p.m., at the Truesdale City Hall. Please call the Friday before the meeting to be added to the Board's agenda.
1. 
Any Event Requiring A Noise Permit. The use of amplified music, musical instruments, radios or public address system testing or used would require a noise permit.
2. 
Any event likely to attract more than one hundred (100) people
3. 
Any event requiring the use of temporary structures/facilities such as tents, canopies, portable toilets, etc.
4. 
Any event to which the general public is invited or notified by media.
5. 
Any event where a monetary donation by event participants is requested.
6. 
Any event that is not a City-sponsored event where goods, food, or beverages will be sold.
7. 
Any event where liquor of any kind will be sold.
B. 
The pavilion can be rented and reserved for exclusive use of the applicant. Bruer Park is a public park and renting it will not restrict use by the public in general.
C. 
The applicant shall provide detailed, written description of the event, along with a "map" detailing how the event will be laid out in the park.
D. 
The applicant must be present during the entire event.
E. 
Events that will be selling or giving away food should check with the Warren County Health Department to inquire what inspections (if any) will be required.
F. 
If retail sales are being made, vendors are required to collect and report sales tax to the Missouri Department of Revenue. The responsibility of notifying the vendors of this requirement will be the responsibility of the applicant as listed on the application for the event.
G. 
Valid Certificate of Insurance listing the City of Truesdale as an additionally insured party and meeting the minimum liability insurance requirements of one million dollars ($1,000,000.00). Insurance endorsement must be received at least five (5) working days before the reservation date and before the final confirmation will be given.
H. 
Applicants selling alcohol shall provide a Certificate of insurance listing the City of Truesdale as an additional insured, general liability, liquor liability, workers compensation, and coverage shall be one million dollars ($1,000,000.00) per occurrence. This information shall be received at least five (5) working days before the reservation date and before the final confirmation will be given. The applicant should also apply for an alcohol permit from the City and obtain the necessary permits/license from the State of Missouri.
I. 
Payment of all reservation fees, special use fees, and deposits are required before a permit is issued.
J. 
Posters, fliers, and all forms of publicity or advertising for the special event must be reviewed and approved by the City prior to distribution.
K. 
If any litigation or breaches of the rental agreement, the case shall be filed in Warren County and if meritorious, the City shall recover its attorney fees and costs.
