The boundary limits of the Borough of Athens are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.

A. 
The following are hereby established as the off-street parking lots operated by the Borough of Athens:
(1) 
Lot No. 1, situated on the west side of Main Street, between South Elmira Street and Central Avenue.
(2) 
Lot No. 2, situated on the north side of Central Avenue.
(3) 
Lot No. 3, situated on the east side of South River Street known as the "Valley Playland Tennis Courts Parking Lot."
(4) 
Lot No. 4, Municipal Building parking lot located on the west side of South River Street.
(5) 
Lot No. 5, Valley Playland Parking lot located at the north end of Playland Drive.
A. 
The Chief of Police shall establish the location of handicapped parking areas. Handicapped parking spaces shall be lined and signed as "handicapped parking only." The Chief of Police can eliminate and/or add handicapped parking as needs in the community fluctuate.
B. 
Only those vehicles displaying authorization as handicapped or disabled veteran, as described in the Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 3354, will be permitted to use handicapped parking areas.
C. 
If a handicapped parking area falls within any other restrictions listed in this chapter, restrictions will apply.

In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the streets in the Borough, the Mayor, in his discretion, may declare a snow and ice emergency which shall be designated as a "snow emergency." In the Mayor's absence, the declaration shall be made by the President of Council or his successor. Information on the existence of a snow emergency may be given by the Borough through the radio, television, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.
