The provisions of this chapter generally apply to large utility projects except to the extent they contradict an express provision of Chapter 198, Roads. Right-of-way users are not required to comply with the requirements of Chapter 198, Roads, except to the extent they engage in a large utility project.

Any person who violates or permits a violation of this chapter shall, upon conviction thereof, be subject to the penalty provisions prescribed in § 1-5 of this Code.
