When a public sanitary or combined sewer is not available under the provisions of this chapter, the building sewer shall be connected to a subsurface wastewater disposal system compliant with applicable provisions of the State of Maine's Subsurface Wastewater Disposal System Rules. Before commencement of construction of a subsurface wastewater disposal system, the owner shall first obtain an approved HHE-200 form completed by a certified site evaluator and approved by the Code Enforcement Department. Applicable application and inspection fees shall be paid to the Code Enforcement Department. (Reference: State of Maine Subsurface Wastewater Disposal System Rules)
A. 
The type, capacity, location, and layout of a subsurface wastewater disposal system shall comply with all requirements of the State of Maine's Subsurface Wastewater Disposal System Rules. The Code Enforcement Director or designee shall be allowed to inspect the site at any stage of construction and installation. No permit shall be issued for any disposal system employing subsurface soil absorption facilities which do not comply with applicable state regulations. B. 
No septic tank or cesspool shall be permitted to discharge to any natural outlet.
The owner shall operate and maintain the subsurface wastewater disposal facility in a sanitary manner at all times at no expense to the City. No statement contained in this chapter shall be construed to interfere with any additional requirements that may be imposed by the Health Officer, Code Enforcement Officer, and any and all other applicable ordinances and standards of the City and State of Maine.
