No person shall discharge, deposit, cause, allow or permit to be discharged or deposited into the Borough sewer system any wastewater or effluent which contains either in whole or in part any of the following:
A. 
Stormwater, surface water, groundwater, roof runoff, swimming pool water, subsurface drainage, foundation or basement sump drainage, cooling water or inflow.
B. 
Objectionable waste.
A. 
No person shall discharge, deposit, cause or allow or permit to be discharged or deposited into the Borough sewer system any wastewater or effluent which contains any:
(1) 
Liquid or vapor having a temperature greater than 160° F.
(2) 
Wastewater containing fats, waste, grease, or oils (whether emulsified or not) in excess of 100 mg/l or containing substances which may solidify or may become viscous at temperatures between 32° F. and 150° F. (0° C. and 65° C.).
(3) 
Liquids, solids or gases which, by reason of their nature or quantity, either alone or by interaction with other substances, are or may be capable of causing fire or explosion or be injurious in any other way to the Borough sewer system or the sewage treatment plant or to the operations thereof. At no time shall two successive readings on an explosion hazard meter, either at the point of discharge into the Borough sewer system or at any point in the system, exceed 5%, nor shall any single reading exceed 10% of the lower explosive limit (LEL) of the meter. Prohibited materials include, by way of example but not limitation, gasoline, kerosene, naphtha, benzene, toluene, xylene, ethers, alcohols, ketones, phenolics, aldehydes, peroxides, chlorates, perchlorates, bromates, carbides, hydrides and sulfides and any other substances which the Borough, the Authority, the DEP or EPA has determined to be a fire hazard or a hazard to the system.
(4) 
Noxious or malodorous gas or substance which, either singly or by interaction with other wastes, is capable of creating a public nuisance or hazard to life or of preventing entry into the sewer system or the sewage treatment plant.
(5) 
Ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, bones, feathers, tar, plastic, wood, paunch manure, butchers offal, whole blood, bentonite, lye, building materials, rubber, hair, leather, porcelain, chine, ceramic wastes, asphalt, paint, waxes or any other solid or viscous substance which shall be capable of causing obstruction to the flow in the Borough sewer system or other interference with the proper operation of the Borough sewer system or the sewage treatment plant.
(6) 
Water or waste having a pH lower than 6.0 or higher than 9.0 or having any corrosive property capable of causing damage or hazard to structures or equipment of the Borough sewer system or the sewage treatment plant or to any person.
(7) 
Water or waste containing any toxic pollutant in quantity sufficient to constitute a hazard to humans or animals or to interfere with the biological processes of the sewage treatment plant or that will pass through the sewage treatment plant in such condition so that it will exceed state, federal or other existing valid requirements for the receiving stream or the current NPDES permit.
(8) 
Water or waste containing suspended solids of such character and quantity that extraordinary expense may be required to treat such water or waste at the sewage treatment plant, or which may cause a violation of the current NPDES permit.
(9) 
Radioactive isotopes.
(10) 
Drainage from building construction.
(11) 
Garbage which is not ground garbage.
(12) 
Water or waste containing color from any source which, when diluted with distilled water to a ratio of 1:10, will have a luminescence of 10% or better and a purity of 90% or less, at its dominant wavelength by the tristimulus method.
(13) 
Water or waste having a chlorine demand in excess of 12 mg/l.
(14) 
Water or waste prohibited by any permit issued by the DEP or by the U.S. Environmental Protection Agency or any other federal or commonwealth agency.
(15) 
Water or waste which is not amenable to biological treatment or reduction in existing Borough treatment facilities, specifically including nonbiodegradable complex carbon compounds.
(16) 
Quantities of flow or concentrations, or both, which constitute a slug.
(17) 
Water which is used for the purpose of diluting wastes which, without such dilution, would otherwise exceed applicable maximum concentration limitations.
(18) 
Ammonia nitrogen in an amount which would cause the Authority or the Borough to be in noncompliance with regulations of the Commonwealth of Pennsylvania or the current NPDES permit.
(19) 
Water or waste containing more than 10 milligrams per liter of hydrogen sulfide, sulfur dioxide, nitrous oxide, or any halogen.
(20) 
Water or waste with a flash point of less then 235° F. (113° C.) as determined by the TAG or Pensky-Martins Closed Cup Method, as applicable.
B. 
No person shall increase the quantity of processed effluent or in any way attempt to dilute waste discharge as a substitute for adequate and appropriate treatment of waste in order to achieve compliance with the limitations in this Part 1 or to achieve compliance with any other applicable federal, commonwealth or other statute, law or regulation.
A. 
All gas stations, garages, and motor vehicle service establishments shall install oil interceptors approved by the Borough or Authority, at the locations where any dangerous liquids are to be intercepted.
B. 
All restaurants shall install grease interceptors of the "Series J" type of the Josam Manufacturing Company or their equivalent.
C. 
Hair traps must be installed in all barbershops and beauty parlors, but no hair traps shall be required for private living quarters or dwelling units. All hair traps shall be of a type and capacity approved by the Borough or the Authority, and shall be located so as to be readily and easily accessible for cleanout and inspection.
Stormwater and all other unpolluted drainage shall be discharged only into sewers specifically designated as storm sewers, or to a natural outlet approved by the Borough or Authority, and not into the Borough sewer system.
Nothing contained in this Part 1 shall be construed as prohibiting any agreement between the Borough and/or Authority and any person whereby wastes of unusual strength or character may be admitted into the Borough sewer system, either before or after preliminary treatment.
