There shall be a Town Sergeant who shall be appointed by the Town Council to serve at the pleasure of the Council. The Town Sergeant shall have all the powers, privileges and immunities of his office, and shall perform all the duties as prescribed by the general laws and applicable special laws and ordinances. The compensation of the Town Sergeant shall be set by ordinance.
There shall be one or more auctioneers appointed by the Town Council. Every auctioneer shall, at his own expense, give bond in a sum not exceeding $10,000.00 nor less than $2,000.00 for the faithful execution of the duties of his office according to law. The powers and procedures of said office shall be as prescribed by law.

There shall be a volunteer Emergency Management Agency headed by a Director who shall be appointed by the Town Administrator and have such duties and responsibilities as set forth in state law.

There shall be a Department of Public Welfare which shall perform the functions and services of the Town relating to public welfare. The head of the Department shall be the Director of Public Welfare who shall be either the Town Administrator, or a person appointed by him. The Director of Public Welfare shall have all the powers and duties relating to the poor, needy and dependant persons as may be vested in the Department of Public Welfare and shall administer all welfare statutes of the state or federal government, the administration of which is delegated to the Town, or the Director of Public Welfare.
The Town Council shall appoint members of the Housing Authority herein established in accordance with Chapter 45-26 of the General Laws, 1956, as amended.
The Town Council is authorized to accept on behalf of the Town as a gift, the North Smithfield Free Public Library, and to provide for its operation in accordance with Chapter 29-4 of the General Laws, 1956, as amended, should same ever be offered to the Town of North Smithfield.
There shall be a Conservation Commission established in accordance with Chapter 45-35 of the General Laws, 1956, as enacted by Chapter 203 of the Public Laws, 1960, as amended, at such time as the Town Administrator with the approval of the Town Council shall direct. Members of such Commission shall be appointed by the Town Administrator.

There may be established in the Town of North Smithfield an Economic Development Commission at such time as the Town Administrator with the approval of the Town Council may direct.
(1) 
Organization: The Economic Development Commission shall be composed of five members, residents of the Town sympathetic toward economic development within the Town, appointed by the Town Administrator, each to hold office for the term of five years; provided, however, that the original selection shall be made for terms of one, two, three, four and five years respectively.
(2) 
Powers and duties: Said Commission shall organize at its first meeting held after appointments each year by electing a Chairman and adopting its rules of procedure.
The Commission shall have the power to promote and encourage the location and development of new business in the Town as well as the maintenance and expansion of existing business and for that purpose shall cooperate with state, other local agencies and individuals whether in the Town of North Smithfield or in other municipalities.
The Commission shall submit a report of its activities annually to the Town Administrator.
(3) 
Compensation: Said Commission shall serve without pay.

There shall be a Sewer Commission established in accordance with the Public Laws of Rhode Island of 1973, Chapter 84, as amended.
(1) 
Organization: The Sewer Commission shall consist of five members each a qualified elector of the Town, appointed by the Town Council for a term of five years. The original appointments shall be made for terms of one, two, three, four and five years respectively. Vacancies shall be filled in accordance with the act creating this Commission. No employee of the Town nor holder of any other office of the Town shall be eligible to serve as a member of the Board of Sewer Commissioners.
(2) 
Powers and duties: To provide sewer services with the Town of North Smithfield. To be responsible for the construction, alteration, repair, maintenance and operation relating to the functions and services within its jurisdiction as defined in the Public Laws of Rhode Island of 1973, Chapter 84, as amended.

There shall be an Asset Management Commission appointed by the Town Council, the terms and membership to be set by the Town Council. Qualifications shall include, however not limited to, experience in construction and facilities management, architectural and civil engineering, real estate and finance. The Commission shall be responsible for the following:
(1) 
Compiling an inventory of all land, buildings and vehicles owned by the Town.
(2) 
Assess the condition of all buildings and establish and prioritize the need for major repairs or renovations.
(3) 
Prepare and present to the Council a list of Town-owned property that could be sold or transferred. The Commission shall identify and recommend sites to be acquired for projects identified on the priority list.
(4) 
Prepare with input from all departments of Town government, a list of projected capital expenditures for five- and ten-year periods; prioritize the list and recommend sources of funding. The Commission shall annually report to the Town Administrator and Town Council its recommendations.
(5) 
Any project for which a Town department seeks funding the initial review of the request including planning, cost estimates for the project, and future operating costs associated with the project shall be done by the Commission with assistance of the department making the request. Any building committee designated to build the project shall include representatives from the Asset Management Commission. All building committees shall be appointed by the Town Council.
(6) 
The Commission on request of the Town Council may perform other specified tasks. The Town Administrator shall provide necessary resources to the Commission to carry out its responsibilities.

There shall be such other officers and commissions of the Town as the Town Council may establish by ordinance.
