All officers, boards and committees shall notify the Town Clerk of their organization and of their office hours or time of stated meetings.

No officer or board of the Town shall make any contract on behalf of the Town in which such officer or any member of such board is directly or indirectly financially interested, except competitive contracts.
Every officer, board or committee of the Town charged with the expenditure of money shall furnish the Town Accountant with a copy of all orders for the purchase of equipment, supplies or materials and all requisitions for personal services, except services, payment for which is to be made on the regular payroll of the department, board or committee contracting for the same, at the time such purchases or requisitions are made.
All bills or any money due or payable to the Town shall be rendered and committed to the Collector through the Town Accountant. This section shall not apply to bills, or demands for taxes or other municipal assessments.
Any officer or board in charge of a department may, upon the approval of the Selectmen, sell any personal property lawfully in the custody of such department not required for its use and not exceeding $200 in value, and any property of value in excess of $200 shall be advertised and sold at public auction unless the Town votes otherwise.
Every officer in charge of a department shall annually, on or before the 15th day of December, transmit to the Selectmen, in writing, a report containing a statement of the acts and doings of his department for the past financial year, to be printed in the Annual Report as the Selectmen may deem expedient.

All boards, commissions and committees that meet more than twice a year shall establish and provide notice, via the Town website or other similar means, of a meeting schedule setting forth the dates for prospective meetings. Such schedule shall be established at least once every six months. Such schedule shall not be exclusive, and additional nonscheduled meetings for public hearings or emergency and time-sensitive matters may be noticed as may be necessary. Additionally, if a board, commission or committee has no business on a scheduled meeting date, it need not hold a meeting.

All boards, commissions and committees shall maintain accurate records of their meetings in accordance with MGL c. 30A, §§ 18 through 25, and MGL c. 66, § 6, and shall make provision for remote public access and recording of the public portion of their meetings. Remote access shall include remote participation for all portions of the meeting where participation is allowed or required.
