A. 
The Mayor and Council may, by resolution, establish standing committees of Council for various Borough purposes. Any resolution establishing such a standing committee shall set forth the powers and duties of that committee. Upon the establishment of any standing committee by resolution, it may begin to conduct business immediately; however, in accordance with N.J.S.A. 40A:60-7(b), this article shall be promptly amended in order to ratify the creation of any such standing committee.
B. 
The Mayor and/or Council may at any time appoint special purpose ad hoc committees and determine the membership thereof, which may include the Mayor and/or certain Council members and/or members of the public.
C. 
Standing committees and ad hoc committees shall serve in an advisory capacity only and shall have no authority to expend funds or obligate the Borough in any way.
D. 
No such standing committee or ad hoc committee shall include an effective majority of the governing body.
