A. 
Departments, boards and commissions. There shall be the following departments, officers, boards and commissions in the Borough:
(1) 
Departments:
(a) 
Department of Administration, Budget and Finance.
(b) 
Department of Public Works.
(c) 
Water Department.
(d) 
Sewer Department.
(e) 
Police Department.
(f) 
Fire Department.
(2) 
Separate offices not under departments:
(a) 
Borough Attorney.
(b) 
Borough Engineer.
(3) 
Boards and commissions:
(a) 
Zoning Board of Adjustment.
(b) 
Planning Board.
(c) 
Board of Health.
(d) 
Local Assistance Board.
(e) 
Emergency Management Coordinator.
(f) 
Housing Authority.
(g)

(h) 
Environmental Commission.
B. 
Powers and duties of department heads. The head of a department, subject to the direction of the Borough Administrator and this chapter, shall:
(1) 
Prescribe the internal organization of the work of his department.
(2) 
Direct and supervise subordinate officers and employees of the department and make, alter and enforce individual work assignments.
(3) 
Approve or disapprove payrolls, bills and claims chargeable to departmental appropriations, subject to the direction of the Borough Administrator.
(4) 
Maintain such records of work performance and unit costs thereof as may be approved or required by the Borough Administrator.
(5) 
Provide such information and reports on the work of the department as may, from time to time, be required by the Borough Administrator.
(6) 
Exercise such other or different powers of administrative supervision and direction as the Borough Administrator may delegate to him.
(7) 
Prepare budgets for the department and provide analysis as to budget differences as directed by the Borough Administrator.
