The Superintendent of Public Works shall be the head of the Department of Public Works, shall be appointed on a full-time basis, and shall devote all his time to the discharge of his duties. He shall engage in no other business or employment during his term as Superintendent of Public Works. He shall:
A. Be in charge of the Public Works Department with responsibility for the care and maintenance of streets, roads, avenues, public buildings and places, municipal motor vehicles, solid waste, recycling, and similar items related to the physical plan and infrastructure of the Borough;
B. Report to the Borough Administrator;
C. Supervise all Borough employees within the Department of Public Works and issue orders and direct those employees in accomplishing their work;
D. Under the direction of the Borough Administrator, the Superintendent will control the purchase of all the equipment and materials necessary for the proper functioning of the Department and conduct studies and investigations of all matters pertaining to the operation of his department;
E. Provide answers to inquiries and complaints from the general public;
F. Prepare and submit an annual budget estimate to the Borough Administrator;
G. Attend meetings of the Borough Council and Planning Board, when requested by the Mayor, Borough Administrator or Chair of the Planning Board;
H. Provide periodic reports to the Borough Administrator and the Mayor and Council with such recommendations as he deems appropriate concerning the affairs of his department;
I. Perform such additional duties as may be assigned to him from time to time by the Borough Administrator;
J. Supervise the maintenance of all Borough streets and roads; including the street lighting system; however, the Police Department shall be responsible for checking street light outages;
K. Provide, operate, maintain and supervise facilities and personnel for the collection and disposal of refuse, garbage and recycling at such times and in such manner as may be set forth in this Code or by the Borough Administrator. The Department shall also be responsible for the removal of obnoxious weeds, stumps, growths and debris when deemed necessary by the Superintendent of Public Works or when directed by the Borough Administrator; and
L. Supervise the maintenance of all Borough recreation areas, buildings and grounds and all Borough-owned property, including streets, lawns and shrubs.
