The Construction Office shall be headed by the Hightstown Borough Construction Official, who shall also serve as the Building Inspector, as the position is established in Chapter 12, Article 12-1. In addition to the personnel described in Article 12-1, the Department shall include the following.

The Building Inspector shall:
A. 
Enforce the provisions of this Code as they relate to the condition of buildings and structures and appurtenances thereto; provided, however, that the Building Inspector shall not enforce the provisions of the Uniform Construction Code (N.J.A.C. 5:23-1.1 et seq.) as same relate to the foregoing matters.
B. 
Keep a record of his proceedings, a permit book and a complaint book, all of which shall be subject to inspection by the Borough Administrator and the public.
C. 
Report to the Borough Administrator each month, or as requested, the number and nature of all permits issued by him during the preceding calendar month.
D. 
Inspect from time to time, in his discretion, any building or structure, the safety of which appears doubtful to him or the continued use of which appears to be dangerous to persons using or occupying the same, and require the owners of such building or structure to make such changes and to take such precautions in and about the same as may be required by law or ordinance or as he may deem advisable for the safety of persons occupying or using such building or structure, and, whenever he deems is necessary in the interest of the safety of persons occupying or using such building or structure, direct that the same be vacated and closed until such changes or precautions have been made and taken and approved by him in writing.
E. 
Make and give from time to time such orders, directions and notices in writing, as he is authorized and empowered to make or give by virtue of the provisions of this article and enforce the observance of and compliance with all such orders, directions and notices.
F. 
Cooperate with the Housing Inspector in connection with enforcement of Chapter 13, Housing. The Building Inspector shall have the authority to issue summonses in accordance with § 13-6-4.
G. 
Conduct inspections of nonresidential properties prior to a change of occupancy in order to assure that said properties are structurally safe and are properly maintained.
H. 
Have authority to enter any building, structure, premises at any reasonable hour, subject to the requirement that he obtain a search warrant when required by law.

A. 
Appointment; term; compensation. The Zoning Officer shall be appointed by the Mayor with the advice and consent of the Council, and shall serve for a term of one year. Compensation of the Zoning Officer shall be as determined by resolution of the Mayor and Council.
B. 
Duties. The Zoning Officer shall be responsible for administration and enforcement of the provisions of Chapter 28, as set forth in § 28-18-1.
