There shall be a Borough Engineer appointed by the Mayor, with the advice and consent of the Council, for a term of three years. In lieu of appointing an individual, a firm of engineers may be appointed, each member of which shall be a licensed professional engineer of the State of New Jersey. The Borough Engineer shall receive compensation based upon a professional services resolution adopted by the Mayor and Council, and pursuant to budget appropriations.

A. 
The Borough Engineer shall have such powers and perform such duties as are provided for the office of the Borough Engineer by general law and this Code. He shall:
(1) 
Prepare plans for all projects authorized by the Council.
(2) 
In consultation with the Borough Attorney and the Borough Administrator, supervise the awarding of bids for projects.
(3) 
In consultation with the Borough Administrator, supervise contractors in the performance of any project.
(4) 
Advise the Mayor and Council on all engineering matters.
(5) 
Prepare long range plans and studies as required by the Mayor and Council.
(6) 
Provide technical and engineering advice and assistance to other Borough departments as needed.
B. 
All papers, documents, memorandum, reports and other materials relating to the administration of engineering duties of the Borough Engineer shall be and remain the property of the Borough. Upon the termination of his service with the Borough, the Borough Engineer shall forthwith surrender all such property.
