The International Residential Code, copyrighted by the International Code Council, Inc., including appendix AH and AJ, save and except the deletions and additions set forth in exhibit A, attached to Ordinance 2026-01-10 and incorporated herein for all purposes, regulating the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, removal, and demolition of detached one-family and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories in height with a separate means of egress and related accessory structures within Frisco (2024 International Residential Code). The 2024 International Residential Code is made a part of this division as if fully set forth herein. Three copies of the 2024 International Residential Code are on file in the office of the City Secretary of Frisco being marked and designated as the 2024 International Residential Code. The deletions and additions set forth in exhibit A to Ordinance 2026-01-10 are also located on Frisco's website under Development Services.

Any person, firm, corporation or business entity violating this division shall be deemed guilty of a misdemeanor, and upon conviction therefore, shall be fined a sum not exceeding two thousand and no/100 dollars ($2,000.00), and each and every day that such violation continues shall be considered a separate offense; provided, however, that such penal provision shall not preclude a suit to enjoin such violation. The city retains all legal rights and remedies available to it pursuant to local, state, and federal law.

The following procedure shall be followed in adopting amendments to the applicable International Residential Code:
(1) 
The city staff shall propose in writing to the city council amendments to the International Residential Code and shall state the basis for such amendments.
(2) 
The city council shall review the amendments proposed by the city staff and the reasons therefor and may approve the same if it is deemed in the best interest of the city.
