There is hereby established a Frisco Police Reserve Force ("reserve").

(a)
State.
Reserve police officers must comply with the minimum training standards established by the Texas Commission on Law Enforcement Officer Standards and Education. Such minimum standards, established for all reserve law enforcement officers, must be fulfilled before a person appointed as a reserve police officer may carry a weapon or otherwise act as a peace officer.
(b)
Local.
Reserve police officers must also comply with the qualifications, standards, policies and regulations established by the Frisco Chief of Police ("chief"). The chief may establish, among other things, minimum physical, mental, educational and moral standards as used by the regular police department, but in no case shall the standards be less than that established by the Texas Commission on Law Enforcement Officer Standards and Education.

The reserve shall not exceed 12 members.

Members of the reserve shall be appointed and/or removed in accordance with the statue and at the discretion of the chief.

Members of the reserve shall serve at the discretion of the chief and may be called into active service at any time the chief, or his designee, considers it necessary to have additional police officers to preserve the peace and enforce the law.

Members of the reserve may serve without compensation. Uniforms and uniform compensation may be provided to the members of the reserve at the discretion of the chief. Frisco may provide hospital and medical assistance to members of the reserve who sustain injury in the course of performing official duties, in the same manner as provided by Frisco for its full-time police officers.
