(a) 
The Council shall create, establish, or appoint, as may be required by the laws of the State of Texas or this Charter, or deemed desirable by Council, such boards, commissions, and committees as it deems necessary to carry out the functions and obligations of the Town. Council shall, by ordinance or resolution, prescribe the purpose, composition, function, duties, accountability, and tenure of each board, commission, and committee where such are not prescribed by law or this Charter.
(b) 
Individuals who are registered voters of the Town may be appointed by the Council to serve on one (1) or more boards, commissions or committees. Such appointees shall serve at the pleasure of the Council and may be removed at the discretion of the Council, except for the members of the Board of Adjustment, who may be removed only for cause. In appointing members to serve on any board, commission, or committee, the Council shall use discretion to ensure an equitable representation of all areas of the Town is achieved on said board, commission, or committee by appointing members who reflect broad geographical coverage of the Town’s then existing neighborhoods.
