All electrical contractors who perform electrical work within the town limits shall be registered with the town. Any electrical contractor possessing a current Northlake master electrician license at the time of adoption of this division shall automatically be registered with the town according to the provisions of this division. Any master electrician seeking registration as an electrical contractor shall possess a master electrical license from the county electrical examining board, or any other town recognized by the county electrical examining board. A reciprocal letter addressed to the town from the originating city or municipality will be required to be on file, plus a copy of the current electrical license.

Journeyman electricians need not register with the town but are required to possess a valid journeyman license from county electrical examining board or any other city recognized by the county electrical examining board. Every job site is required to have a licensed electrician performing the work or a stop order will be issued.

A person shall not represent themselves as a licensed electrician in the town, or use words of similar meaning or on signs, cards, stationary or by any other manner, unless the person is the holder of the appropriate valid license and valid registration with the town. It is unlawful for a person to engage in the business of electrical contracting without being registered in the manner required by this division.

All electrical contractors’ business vehicles shall be identified by letter and numbers prominently displayed on both sides of the vehicle. The company name, phone number, and license number shall be displayed.

(a) 
An initial registration fee and a yearly renewal fee as provided for in the fee schedule found in appendix A of this code are established.
(b) 
After thirty days of failure to renew registration, this will cause the renewal fee to be the same as a new registration. No registration fee paid hereunder shall be refundable or subject to proration.

No registration issued or renewed under the terms of this division shall ever be transferred to or used by any person other than the one to whom it has been issued.

The following classes of work may be carried out by persons who are not licensed electricians:
(1) 
A homeowner may personally install or repair electrical conductors or equipment within his own home if the owner files with the building official plans and specifications and satisfies the building official as to his or her ability to install electrical wiring, applies for and secures a permit, pays required fees, performs work in accordance with the National Electrical Code, and requests inspections as required in the code. Work performed by the homeowner under this provision must be done by himself on homestead premises owned and occupied by him and without compensation.
(2) 
The replacement by trained maintenance workers of lamps, fuses, circuit breakers, conductors and electrical equipment and the connection of portable devices to suitable receptacles which have been permanently installed. This work shall be on buildings or premises for one employer when employed full-time, provided that no alteration, modification or extension is made to the electrical system.
