There is hereby created under the authority of chapter 22 of the Local Government Code the office of the chief of police of the city, effective August 1, 2005. The office of the chief of police shall be filled by recommendation of the city manager and appointment of the city council at such salary as the city council shall direct.

The city council may establish a reserve force of police officers who shall serve at the discretion of the chief of police and may be called into service at any time the chief of police considers it necessary to preserve the peace and enforce the law.

Members of the police department will be compensated for their duties. The city will provide the necessary equipment needed to perform the function of police officer. The city shall provide for medical assistance to members of the police department who sustain injury in the course of performing official duties and [such members will] be eligible for benefits as set out in chapter 615 of the Texas Government Code.

Full-time police officers shall comply with the minimum training standards established by the state commission on law enforcement officer standards and education minimum standards established for all police officers. These requirements must be fulfilled by all police officers employed by the city in order to carry a weapon and act as a peace officer within the state. The chief of police may establish minimum educational, mental, physical, and moral standards as used by the police department, but in no case shall the standards be less than that established by the state commission on law enforcement officer standards and education.
