The 2015 International Residential Code, and any appendices thereto, published by the International Code Council, Inc., herein referred to as the “residential code,” and which may be cited as such, a copy of which is on file in the office of the city secretary, is hereby adopted.

(a) 
The residential code is hereby amended to include and add the energy efficiency chapter of the International Residential Code to the residential building construction requirements of the city.
(b) 
Any section of the energy efficiency chapter of the 2015 International Residential Code adopted by the city, shall, where applicable, be amended to provide that fines and penalties for a violation to such International Code shall be those described in section 1.01.009 of the Code of Ordinances. An offense under this chapter is a class C misdemeanor.
(c) 
In conformity with Tex. Health & Safety Code, section 388.003, the energy efficiency chapter of the 2015 International Residential Code is hereby revised as follows:

The maximum energy rating index for climate zones 2 and 3 are amended and shall be applied as follows; all other ratings remain unchanged:
