No building permit for construction of any dwelling, or for
remodeling any existing structure for dwelling purposes, or emplacement
of any mobile home or trailer used for residential purposes, or replacement
of any mobile home or trailer used for residential purposes, shall
be issued for any lot which does not abut a Town road or state highway,
unless the Planning and Zoning Commission shall either:
A. Have approved
a subdivision plan for the lot on which any dwelling structure is
intended to be placed; or
B. Issued
written permission for the issuance of such building permit after
having considered:
(1) The
impact of such structure upon the neighborhood and Town, particularly
with regard to traffic, residential density, access to sewers or suitability
for on-site septic system, and size of the lot to be built upon; and
(2) Suitability
of the proposed structure to the neighborhood.

Any application for a building permit which is pending upon
the effective date of this article shall be referred to the Planning
and Zoning Commission for approval in accordance with the above provisions.
Any construction for which a building permit was required but
which was started before the effective date of this article without
the issuance of a valid building permit shall not be exempt from the
provisions of this article.

This article shall not be construed to prevent the issuance
of a building permit for the construction of farm or accessory buildings
which are not in violation of any lawful zoning or building regulations
of the Town of Thompson, or any building or structure on a site plan
approved on or after June 15, 2012, pursuant to C.G.S. § 8-3(g)
or in a subdivision approved on or after June 15, 2012, pursuant to
C.G.S. § 8-25, provided the approval for such site plan
or subdivision has not expired.

Pursuant to Section 7-148(c)(2)(B) of the Connecticut General
Statutes, the following procedure is established authorizing the withholding
of the issuance of building permits upon any property as to which
taxes are delinquent:
A. The Tax Collector shall transmit to the Building Official and the
Zoning Enforcement Officer of the Town a list of all delinquent property
taxes, identifying thereon the property owner(s) and address of each
such property. The Tax Collector shall compile and transmit such list
as soon as reasonably possible after August 1 and February 1 of each
year.
B. The Building Official shall issue no building permit as to any property
on such list until the property owner(s) has provided satisfactory
evidence of payment of the delinquent taxes shown on such list.
Notwithstanding the foregoing, the Building Official may issue
a building permit to protect the health and safety of the public or
occupants in case of emergency even though there are taxes due on
