No contract or agreement which shall obligate the Village of Uplands Park, Missouri, in any manner, in a sum to exceed five hundred dollars ($500.00), shall be entered into or executed by any officer of the said Village, either elected or appointed, or by any other employee of the Village without the Village first having received three (3) written bids and thereafter, by the affirmative vote of the Board of Trustees of said Village approving same.
