The officers of this city shall be such as are provided for
in the city charter and the ordinances of the city, and they shall
perform the duties as are therein provided. It is the intention of
the city council in the enactment of this chapter to provide exclusively
for the city’s administrative chain under the direction of the
city manager. All administrative offices or responsibilities not established
by this chapter or by the charter, and which are not otherwise specifically
assigned to a department created by this chapter, shall be deemed
to be offices under the direct supervision and control of the city
manager, and he may assign same, at his discretion, to any department
or division created by this chapter.
