There is hereby created a library commission which shall be
composed of nine (9) members who are resident citizens and qualified
voters of this city. The members of the library commission shall be
appointed by the city council for two (2) years, expiring on September
30 of odd-numbered years, or until a successor is appointed. The city
council shall name one of the commissioners as chairman and one as
vice-chairman. Vacancies shall be filled by the city council for the
unexpired term.

The duties of the library commission shall be advisory in nature
to the city council and the city manager. It shall recommend library
objectives and policies, assist in planning for a continuing program
of library services and development, assist the library director in
keeping the city officials and the public informed about current library
trends, and recommend to the library director changes and improvements
which will update the library services.
