It shall be unlawful for any person to install, or permit to
be installed, use or permit to remain in any automobile, including
any taxicab, wrecker or ambulance or other vehicle, any radio tuned
to the shortwave radio frequency of the police department, or the
shortwave frequency of the fire department, without first having obtained
the permission of the chief of police or the fire chief of the city
respectively.

(a) It shall be unlawful for any person to install, operate or maintain
a telephonic alarm system which automatically transmits a signal,
message or warning to any telephone line of the police department
or fire department of the city.
(b) A “telephonic alarm system” is defined to mean any mechanism,
equipment or device which is designed to operate automatically through
the use of public telephone facilities, to transmit a signal, message
or warning to another location.

It shall be unlawful for any person upon roller skates, roller
blades, in-line skates, skateboards or similar devices to skate along
or upon the public grounds of the Julie Rogers Theatre, Tyrrell Historical
Library, Beaumont Public Library, City Hall, Civic Center, Police
Building, Energy Museum and Municipal Court Building, or the Art Museum
of Southeast Texas. “Public grounds” means property belonging
to the city adjoining the facilities listed.

It shall be unlawful for any person to play at a game of ball
in any manner upon any public highway, street or alley in the city.
