This is hereby created a planning and zoning commission of the
city.

The planning and zoning commission shall consist of five (5)
members, who shall be residents of the city, three (3) of whom shall
initially be appointed for one-year (1) terms, and two (2) for two-year
(2) terms, and their successors shall be appointed for two-year (2)
terms. Members shall serve until the first meeting after regular city
council elections or until their successors are duly elected and qualified.

The planning and zoning commission shall elect a chairman and
vice-chairman from its own membership and shall adopt such procedural
rules as it may deem necessary so long as such rules or regulations
do not contravene the ordinances of the city or the laws of the state.

The planning and zoning commission shall also have the power
to make rules, regulations, and bylaws for its own government, which
shall conform as nearly as possible with those governing the city
council, and the same shall be subject to approval by the council.
Such bylaws shall include, among other items, provisions for:
(1) Regular
and special meetings, open to the public;
(2) Records
of its proceedings, to be open for inspection by the public;
(3) Reporting
to the governing body and the public, from time to time and annually;
and
(4) The
holding of public hearings on its recommendations.

The planning and zoning commission shall hold a public hearing and make recommendations on any proposed change to zoning ordinances or to a zoning district before the city council may act thereon. The commission shall hold hearings and make recommendations on comprehensive plans prepared for the city and shall perform such other duties as provided by general law for such planning and zoning commission [and] shall also exercise those powers delegated to the planning and zoning commission by section
1.03.034 of this division.
