Every ordinance passed by the City Council shall begin with
the following heading:
“BE IT ORDAINED BY THE CITY OF BEAUMONT”

The Code of the City of Beaumont and all ordinances, resolutions,
rules and regulations of said City heretofore ordained, passed, adopted
or enacted that are in force at the time this Charter becomes effective
and are not in conflict herewith shall remain in full force and effect
until amended or repealed; provided that the same were valid and authorized
by the Charter under which they were enacted.
Except as otherwise provided herein it shall not be necessary
to the validity of any ordinance that it shall be read more than one
time or considered at more than one session of the City Council.
The City Clerk shall give notice of the passage of every ordinance
imposing any penalty, fine, imprisonment or forfeiture for violation
of its provisions by causing a descriptive caption or title of same
to be published within ten (10) days after passage thereof for three
(3) successive days in some newspaper of general circulation in the
City of Beaumont. Such ordinances shall take effect and be in force
from and after the publication thereof unless otherwise expressly
provided herein.
All ordinances granting or confirming a franchise shall be accepted
in writing by the grantees and before taking effect shall be published
as otherwise provided in this Charter.
Unless otherwise provided herein, publication of ordinances
shall not be necessary.
Ordinances not requiring publication shall take effect from
and after their passage unless otherwise therein expressly provided.
Ordinances requiring publication shall take effect from and after
the last required publication, except as otherwise provided in this
Charter.
Every ordinance passed by the City Council shall be enrolled
by the City Clerk as soon as practicable after its passage.
The City Council shall have the power to cause the ordinances
of the City to be printed in code form as often as the Council may
deem advisable and such printed code when adopted by the Council shall
be in full force and effect without the necessity of publishing the
same or any part thereof in a newspaper. All printed ordinances or
code of ordinances shall be admitted as evidence in all courts and
shall have the same force and effect as would the original ordinance.
