Any person violating any of the provisions of this division shall upon conviction thereof be fined in accordance with the general penalty provision set forth in section 1.01.009 of this code.

(a) 
It shall hereafter be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city limits at a speed greater than is reasonable and prudent under the conditions then existing, having regard to the actual and potential hazards when approaching and crossing an intersection or a railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and in every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(b) 
Where no special hazard exists that requires lower speed for compliance with subsection (a) above, the speed for any vehicle not in excess of the limits specified in this chapter or established as herein authorized shall be lawful, but any speed in excess of the limits specified in this chapter or established as herein authorized shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.

The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within this city, except as this chapter as authorized by state law hereby declares and determines upon the basis of an engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this chapter when signs are in place giving notice thereof.

Upon those streets and parts of streets described in section 12.10.001 (Schedule I), it shall be unlawful for any person to drive or operate a motor or other vehicle at a speed greater than that specified in section 12.10.001.

The city hereby designates school zones on certain streets. A maximum speed limit as shown in section 12.10.002 (Schedule II) on regularly scheduled school days within the zone is established. Those streets and zone boundaries described in section 12.10.002 are declared to be school zones for the purposes of this section.
