(a) 
U.S. 70 (1st Street).
On U.S. 70 (1st Street) within the corporate limits of the city, the maximum legal speed shall be as follows: 35 mph for both eastbound and westbound traffic for a distance of 0.210 miles easterly to a point 0.023 miles east of the point of intersection with centerline of Birch Avenue; 45 mph for a distance of 0.200 miles to a point 0.300 miles west of the point of intersection with the centerline of Fir Avenue; 55 mph for a distance of 0.359 miles to the point of intersection with the east city limit, the point of intersection with centerline of a county road extending northerly.
(b) 
U.S. 84 (American Boulevard).
On U.S. 84 (American Boulevard) within the corporate limits of the city, the maximum legal speed shall be as follows:
(1) 
50 mph for eastbound traffic only from a point 0.090 miles west of the point of intersection with the centerline of 21st Street for a distance of 0.200 miles easterly to the point of intersection with the centerline of West 20th Street; thence 45 mph for a distance of 0.271 miles to the point of intersection with the centerline of West 17th Street; thence 40 mph for a distance of 0.877 miles to the point of intersection with the centerline of West 6th Street; thence 35 mph for a distance of 0.506 miles to the point of intersection with the centerline of East 3rd Street; thence 40 mph for a distance of 0.200 miles to a point 0.017 miles west of the point of intersection with the centerline of East 6th Street; thence 45 mph for a distance of 0.180 miles to a point; thence 55 mph for a distance of 0.198 miles to the point of intersection with the centerline of East Ithaca Street.
(2) 
55 mph for westbound traffic only beginning at the point of intersection with the east city limit, a point 0.002 miles east of the point of intersection with the centerline of East Ithaca Street, for a distance of 0.198 miles westerly to a point, thence 50 mph for a distance of 0.180 miles to a point 0.017 miles west of the point of intersection with the centerline of East 6th Street; thence 40 mph for a distance for 0.200 miles to the point of intersection with the centerline of East 3rd Street; thence 35 mph for a distance of 0.434 miles to the point of intersection with the centerline of West 5th Street; thence 40 mph for a distance of 0.286 miles to the point of intersection with the centerline of West 9th Street; thence 45 mph for a distance of 0.934 miles to the point of intersection with the centerline of West 20th Street; thence 50 mph for a distance of 0.200 miles to the point of intersection with the centerline of West 21st Street.
(c) 
State Highway 214.
On State Highway 214 within the corporate limits of the city:
(1) 
55 mph for southbound traffic beginning at the point of intersection with the north city limit for a distance of 0.1686 miles southerly to a point; thence 40 mph for a distance of 0.200 miles to the point of intersection with the centerline of U.S. 70, West 1st Street.
(2) 
40 mph beginning at another point of intersection with the centerline of U.S. 70, West 1st Street for northbound traffic only for a distance of 0.250 miles northerly to a point; thence 55 mph for a distance of 0.109 miles to the point of intersection with the north city limit, to the point of intersection with the centerline of an unpaved city road.
(3) 
30 mph for both north and southbound traffic beginning at the point of intersection with the centerline of U.S. 84, American Boulevard, for a distance of 0.216 miles southerly to the point of intersection with the centerline of Avenue D; thence 35 mph for a distance of 0.216 miles to the point of intersection with the centerline of Avenue G; thence 45 mph for a distance of 0.218 miles to the point of intersection with the centerline of Avenue J; thence 55 mph for a distance of 0.225 miles to the point of intersection with the south city limit, a point 0.007 miles south of the point of intersection with the centerline of Avenue M.
(d) 
S.H. 214 (1st Street).
The speed zones established by this chapter shall include that portion of S.H. 214, 1st Street, within the city limits, on which the maximum legal speed shall be as follows:
(1) 
Beginning at the point of intersection with the north city limit, the point of intersection with the centerline of an unpaved city road, the maximum legal speed for southbound traffic only shall be 55 mph for a distance of 0.168 mile southerly to a point; thence 40 mph for a distance of 0.200 mile to the point of intersection with the centerline of U.S. 70, North 1st Street.
(2) 
Beginning at another point of intersection with the centerline of U.S. 70, North 1st Street, the maximum legal speed for northbound traffic only shall be 40 mph for a distance of 0.250 mile northerly to a point; thence 55 mph for a distance of 0.0109 mile to the point of intersection with the centerline of an unpaved city road.
(3) 
Beginning at the point of intersection with U.S. 84, American Boulevard, the maximum legal speed for southbound traffic only shall be 30 mph for a distance of 0.290 mile to the point of intersection with the centerline of Avenue E; thence 35 mph for a distance of 0.360 mile to the point of intersection with the centerline of Avenue J; thence 45 mph for a distance of 0.225 mile to the point of intersection with the south city limit, a point 0.141 mile south of the point of intersection with the centerline of Avenue K.
(4) 
Beginning at the south city limits, a point 0.141 mile south of the centerline of Avenue K, the maximum legal speed for northbound traffic only shall be 50 mph for a distance of 0.225 mile to a point of intersection with the centerline of Avenue J, thence 35 mph for a distance of 0.360 mile to the point of intersection with the centerline of Avenue E, thence 30 mph for a distance of 0.290 mile to the point of intersection with the centerline of U.S. 84, American Boulevard.
(e) 
Twenty miles per hour speed limit.
No person shall operate any vehicle upon any of the following streets in excess of twenty (20) miles per hour:
(1) 
East Fir Avenue from U.S. Highway 70 to East Chicago Street;
(2) 
East El Paso from East Birch Avenue to Country Club Drive;
(3) 
East Dallas Street from East Birch Avenue to East Fir Avenue;
(4) 
East Chicago Street from East Birch Avenue to East Fir Avenue;
(5) 
East Austin Street from East Cedar Avenue to East Fir Avenue;
(6) 
East Date Avenue from East Austin Avenue to East Chicago Avenue;
(7) 
East Elm Avenue from East Austin Avenue to East Chicago Avenue;
(8) 
100 block of East Fifth;
(9) 
100 block of East Sixth;
(10) 
200 block of East Fifth;
(11) 
200 block of East Sixth;
(12) 
300 block of East Fifth;
(13)

(f) 
East Birch Avenue.
No person shall operate any vehicle upon East Birch Avenue from U.S. Highway 70 to East El Paso in excess of thirty (30) miles per hour, and appropriate signs giving notice of this speed limit shall be posted upon such avenue.

(a) 
In accordance with section 12.05.035 and when signs are erected giving notice thereof, the maximum speed limit shall be 20 miles per hour at all times and the use of wireless communication devices as defined in section 545.425 of the Texas Transportation Code and under the conditions set forth in said code shall be prohibited on school days and at any time a school activity is in progress in the areas of Neal B. Dillman and Mary DeShazo Schools, upon those streets or portions of streets as follows:
(1) 
West 19th Street southbound and northbound from a point 150 feet north from the intersection of 19th Street and Avenue E to a point 150 feet south from the intersection of Avenue G and 19th Street.
(2) 
West Avenue E eastbound and westbound from the intersection of West Avenue E and 19th Street to the intersection of West Avenue E and 18th Street.
(3) 
West 18th Street southbound and northbound from a point 150 feet north of the intersection of West Avenue E and 18th Street to a point 150 feet south of the intersection of 18th Street and West Avenue G.
(4) 
West Avenue G eastbound and westbound from the intersection of West Avenue G and 19th Street to the intersection of West Avenue G and 18th Street.
(5)

(b)

West Avenue H eastbound and westbound from the intersection at 2nd Street to the intersection at 3rd Street.
(3) 
West Avenue G eastbound and westbound from the intersection of West 2nd Street to the intersection of West 3rd Street.
(4) 
West Avenue G eastbound and westbound from the intersection of West 5th Street to the intersection of West 7th Street.
(5) 
West Avenue F eastbound and westbound from the intersection of South 1st to the intersection of West 5th Street.
(6) 
West 3rd Street northbound and southbound from the intersection of Avenue B to the intersection of Avenue J.
(7) 
West 5th Street northbound and southbound from the intersection of Avenue B to the intersection of Avenue G.
(c) 
It shall hereafter be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city limits at a speed greater than is reasonable and prudent under the conditions then existing, having regard to the actual and potential hazard when approaching and crossing an intersection or a railway grade crossing, winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and in every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(d) 
Where no special hazard exists that requires lower speed for compliance with subsection (c) above, the speed of any vehicle not in excess of the limits specified in this section or established as hereinafter authorized shall be lawful, but any speed in excess of the limits specified in this section or established as hereinafter authorized shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
(e) 
The speed zones established by this section shall include that portion of U.S. 84 (American Boulevard) and S.H. 214 which includes the reduced speed school zone within the city limits. The maximum legal speed shall be as follows:
(1) 
Beginning at a point 200 feet south of the centerline of Avenue E to a point 45 feet south of the centerline of Avenue I, the maximum legal speed for both northbound and southbound traffic when the beacons are flashing shall be 20 mph. The beacons are to flash at pre-set times when school children are expected in this area. The maximum legal speed at all other times shall be 35 mph within the corporate limits of the city in the area of this reduced speed school zone. The use of wireless communication devices as defined in section 545.425 of the Texas Transportation Code and under the conditions set forth in said code shall be prohibited when beacons are flashing.
(2) 
U.S. 84, American Boulevard, eastbound and westbound from a point 148 feet east of the intersection of West 5th Street and U.S. 84 to a point 152 feet west of the intersection of West 3rd Street and U.S. 84.
(3) 
U.S. 84 (American Boulevard) westbound from a point 114 feet from the southeast corner of Quincy Street and U.S. 84 to a point 44 feet from the southwest corner of Reno Street and U.S. 84.
(4) 
U.S. 84 (American Boulevard) eastbound from a point 288-1/2 feet from northeast corner of West 19th Street and U.S. 84 to a point 313 feet from the northeast corner of West 18th Street and U.S. 84.

In accordance with section 12.05.123, the following intersections are to be controlled with yield signs oriented as follows:
Ithaca Street yields to American Boulevard. 14th Street yields to Avenue C.

In accordance with section 12.08.063 and when signs are erected giving notice thereof, no person shall at any time park a vehicle upon any of the following described streets or parts of streets:
(1) 
The rights-of-way provided for American Boulevard, U.S. 84, from the point of intersection with the west city limits line to the point of intersection with the east city limit line.
(2) 
East side of State Highway 214, also known as South 1st Street, between U.S. 84 and East Avenue B.
(3) 
The rights-of-way of 1st Street, State Highway 214, from the intersection of Avenue B to the intersection with Ash Avenue.
(4) 
The right-of-way bordering Lot 19 and the west 12 feet of Lot 19, Block 4, Original Town of the City of Muleshoe, and the street right-of-way bordering Lots 1-5, Block 13, Original Town.

In accordance with section 12.08.064(a) and when signs are erected giving notice thereof, no person shall park a vehicle for a period of time longer than two (2) hours between the hours of 8:00 a.m. and 5:00 p.m. of any day except Sundays and public holidays within the district or upon any of the streets or parts of streets as follows:
