Vehicles, tank trucks or other mobile devices from which flammable liquids used as motor fuels may, as an act of retail sale, be dispensed into the fuel tanks of motor vehicles.

The operation of any such mobile service unit or units is hereby prohibited within the corporate limits of the city, and it shall be unlawful for any person to dispense fuel from a mobile service unit in the city.

The provisions of this article do not apply to the delivery of liquefied petroleum gas to lawful recipients having proper containers other than motor vehicles, or to the emergency delivery of motor fuel to a stalled vehicle.
