(a) 
Prohibited.
It shall be unlawful for any person to drive or operate any motor vehicle upon a public street or highway or any public place in the city in a reckless manner. Any person who drives or operates a motor vehicle in willful or wanton disregard of the rights or safety of others or without due caution or circumspection, [or] in a manner so as to create unreasonable noise, shall be guilty of reckless driving.
(b) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction in municipal court shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

It shall be unlawful for any person to drive or operate any motor vehicle in such a manner as to violate a traffic-control sign, signal or device of any kind or nature whatsoever which indicates that U-turns are prohibited at a certain intersection. U-turns are specifically prohibited at the following locations:
From eastbound Pleasant Run Road to westbound Pleasant Run Road at its intersection with Elm Street during the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:00 p.m.

It shall be unlawful for any person to operate a motor vehicle on any street or alley designated as a one-way street or alley, in any direction other than so designated, as follows:
