It shall be unlawful for any person to ride a horse, mule, donkey, cow, bull, steer, hog, sheep, goat or other type of livestock on the traveled portion, median, or right-of-way of any highway, street, roadway, or alley within the city limits.

The provisions of this article shall not apply to any person:
(1) 
Lawfully riding a horse, mule, donkey, cow, bull, steer, hog, sheep, goat or other type of livestock incident to a permitted special event or parade; or
(2) 
Lawfully riding a horse, mule, donkey, cow, bull, steer, hog, sheep, goat or other type of livestock on a private road or driveway.

An offense under this article is punishable of a fine not to exceed the sum of five hundred dollars ($500.00) for each offense.
