Though not reproduced herein, the duly adopted personnel policies manual pertaining to employees of the city is hereby specifically saved from repeal and shall be maintained on file in the office of the city secretary.

Any appointed officer or any member of any board or commission or any employee of the city who shall become a candidate for a place on the city council shall automatically be terminated from such position held by him.

The city council hereby establishes a reasonable response time for the position of deputy city manager, assistant city manager, police chief, fire chief, and emergency management chief to be 30 minutes.
