There is hereby created a fund to be known as city memorial building fund, into which fund the city may receive gifts of money from persons desiring to make such gifts to or through the city for disbursement by the city for public or quasi-public purposes.

The city secretary shall deposit all such funds described in section 2.04.031 hereof in an account at the city depository, in an account denominated as “City of Lancaster Memorial Building Fund,” and the city secretary shall keep a record showing the sources from which such funds were received and indicating the purpose or purposes, if any, for which such funds were donated.

The city council shall be and is hereby authorized to direct the withdrawal of any such funds described in section 2.04.031 hereof for any purpose or purposes for which such funds shall have been designated if such purpose or purposes shall have been stated at the time of such donation, and, if not, then the city council may authorize the withdrawal of any such funds for any public or quasi-public purpose as the city council may from time to time deem right and proper.
