There is hereby established a police reserve force which shall be composed of personnel who have volunteered to join the organization and whose applications have been accepted and who have complied with all the rules, regulations, and orders provided for the conduct and control of the member thereof in accordance with this division. The police reserve shall be a separate division of the police department reporting to and headed by the chief of police. The total strength of the reserve force shall be established from time to time by the chief of police.

(a) 
The members of the police reserve shall be under the authority, control and command of the chief of police of the city, subject to all of the provisions of the city charter, ordinances of the city, laws of the state, policies of the city police department and this division. Members of the police reserve shall be appointed at the discretion of the chief of police and shall serve as peace officers during the actual discharge of their official duties but are not considered classified members of the department. The chief of police shall ensure that the individual member meets the standards established by the state for reserve police officers. No individual will be authorized to act as a peace officer until proper training has been completed and such individual is a licensed peace officer in accordance with state law.

The chief of police is hereby delegated to establish by executive order from time to time the number of positions within such reserve force.

Selection of eligible applicants to serve as reserve officers is subject to the same standards and procedures as those established for the selection of regular police officers by the city and the state.

The duties of the police reserve force, subject at all times to the direction, supervision and control of the chief of police, shall be to assist the regular members of the police department in the enforcement of law and the maintenance of peace and order when assigned to duty by the chief of police. Reserve police officers shall act only in a supplementary capacity to the regular police force and shall in no case assume the full-time duties of regular police officers without first complying with all requirements for such regular police officers. The chief may by order establish rules and regulations to govern the police reserve force, to fix specific duties of its members and to provide for the maintenance of discipline. When assigned to duty, the police reserve force will be under the control and supervision of regular police officers when carrying out their assigned duties. The chain of command established for the regular department will be strictly adhered to, depending on the duty assignment.

All members of the reserve force shall wear the uniform and badges issued by the city police department when performing their official duties. Civilian clothing may be worn by reserve officers when assigned to duty with the criminal investigation division or at such other times as deemed necessary by the chief of police. The badge and identification card issued by the department will be carried at all times by all members of the department.

(a) 
No person appointed to the police reserve force may carry a weapon or otherwise act as a peace officer until such person has met all of the requirements for the appointment of a peace officer as set forth by the state commission on law enforcement officer standards and education.
(b) 
A reserve police officer shall have the same powers of arrest and authority of a regular police officer as prescribed by the laws of the state when performing his official duties. This power and authority will be exercised under the supervision and control of the chief of police or his designated representative. Members of the police reserve force serve at the discretion of the chief of police and may be called into service at any time the chief of police considers it necessary to have additional officers to preserve the peace and enforce the law.

Members of the police reserve force shall serve without compensation. Members of the police reserve force who sustain injury in the course of performing official duties shall be provided hospital and medical assistance in the same manner as provided for a full-time police officer, and reserve officers shall be eligible for death benefits as provided in V.T.C.A., Government Code, chapter 615. In no event, however, shall a member of the police reserve force become eligible for participation in any pension fund created pursuant to state law to which a regular officer may become a member by payroll deductions or otherwise.

Membership of any person as a reserve officer may be terminated with or without cause by the chief of police at any time sufficient by the chief of police and such persons serve at the pleasure and do not have any property right or expectation of continued engagement. Any member may resign from the police reserve at any time, but it shall be his duty to notify the chief of police of his resignation. In addition to the penalties provided by law, any violation of law under color of the performance of his duties as a member of the police reserve force, or any breach of the rules or regulations established by the chief of police, shall subject a member of the police reserve force to summary expulsion by the chief of police.
