(a) 
A person may not drive a taxicab inside the city unless he has a valid taxicab driver’s license issued to him under the provisions of this article.
(b) 
A holder may not employ or contract with a driver or otherwise allow a person to drive for hire a taxicab owned, controlled or operated by the holder unless the person has a valid taxicab driver’s license issued to him under the provisions of this article.

To qualify for a taxicab driver’s license, an applicant must:
(1) 
Be a legal resident of the United States;
(2) 
Hold a valid Texas driver’s license, class C;
(3) 
Be able to communicate in the English language;
(4) 
Not have been convicted of more than four (4) moving traffic violations arising out of separate transactions, nor involved in more than two (2) automobile accidents in which it could be reasonably determined that he was at fault, within a twelve-month period during the preceding thirty-six (36) months;
(5) 
Not have been under indictment or convicted of any crime involving murder, theft, burglary, robbery, prostitution, promotion of prostitution, public lewdness, a sexual offense or a drug-related offense, unless five (5) years have elapsed since the date of conviction or the date of release from confinement, whichever is the later date;
(6) 
Not have been convicted of, or discharged by probation or defined or deferred adjudication for, driving while intoxicated or under the influence of drugs within the last two (2) years and more than once in the last seven (7) years;
(7) 
Pay a taxicab driver’s license permit fee annually based on a rate as determined by the city council from time to time by resolution.

The city may revoke a taxicab driver’s license if it determines that the licensee has failed to comply with any of the provisions of this article. The revocation of the taxicab driver’s license is effective immediately upon notification in writing to the driver or the holder of the annual operating permit. The licensee may appeal the revocation to the city manager within five (5) calendar days of receipt of the notice of revocation of the taxicab driver’s license.
