The purpose of this article is to enhance the property value of the owner and protect a potential buyer from hidden or unplanned construction cost due to a nondisclosure of buried materials and protect Village residents from hidden hazards.
A zero fee permit will be required to raze a structure as a tracking document and notice of inspection during the razing process.
When razing a structure, the property owner may tear down, knock down or conduct a controlled burn of the structure and must take appropriate safety precautions.
All residual materials as a result of the razing must be disposed off site and must not be buried on the property. This includes all building materials, including but not limited to ashes, wood, plastic, glass, both ferrous and nonferrous metals, shingles of all types, concrete, brick and like materials. The foundation will be removed to a line at or below the footings and disposed of off-site. In addition all sidewalks, with the exception of the community sidewalk, all walkways, patios, and the like will be removed and disposed of off-site. Concrete floors, both below or above the surface, may be left.
The void (hole) left by removing the structure's foundation will then be filled (with a gravel material, free of all foreign matter, or a dirt mix also free of all foreign matter) to within six inches of the surrounding yard's grade, then finish-filled and leveled with a dirt capable of growing a grass mixture equal to or better than that of the surrounding yard. In the event, the void (hole) must be unattended for a period of not more than 15 minutes, appropriate barricades will be erected so as not to cause a hazard. In any event, the void (hole) must be filled in within 10 calendar days from its creation.
In addition, the sewer and water lines must be cut and capped preferably at but not more than three feet of the Village's main service line.

A.
Improper filling of the void will result in a $750 fine and the owner must correct the infraction to the specifications stated above.
B.
Improper barricading of the void will result in $750 per day fine for every day of the infraction.
C.
A void left unfilled for more than 10 calendar days will result in a fine of $750 per day until properly filled.
D.
Improper cutting and/or capping of the water and/or sewer lines will result in a $750 fine plus the cost of the Village or independent contractor to properly correct the infraction.
A variance may be requested should the property owner(s) wish to construct a similar structure to that being razed. The property owner(s) would agree the new construction would begin within six months of the razing and completed within 12 months of the razing. Prior to granting the variance, the Village would require a construction plan, a building permit, and a surety bond in an amount to cover the cost required to bring the property in compliance with this article should the construction be canceled for any reason.
