The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
The power is hereby exercised by the Board to prohibit the parking of vehicles in any of the following locations:

Seasonal parking, There will be no parking on the north and south side of Main Street from November 1 to March 15, between the hours of 3:00 a.m. and 6:00 a.m., from Lake Street to Merwin Lane.
C. 
Parking in parking lots. Parking in all Village-owned and maintained parking lots is limited to 24 hours.
