No member of the city council or the mayor, present during executive
session of the city council, shall disclose, to a person not present
during the executive session, the content or substance of any discussion
which took place during said executive session, unless authorized
to do so. This section does not apply to the disclosure of the content
or substance of any discussion to a councilmember or the mayor that
was not present during the executive session.

A member of the city council or the mayor found by an affirmative vote of a majority of the members of the city council and mayor to have violated sections
1.04.091 or
1.04.092 may be disciplined by the city council in the following manner:
